This is a great philosophical question. The all-encompassing variant of this questions is, "What is real?" That one is not so easy to answer. But if you're willing to concede/believe reality as is generally accepted and just want to answer the question regarding whether you perceive orange, or any other color, the same as another person, well, that's an easy one to answer. Color is present when one or more frequencies of light are absorbed by the surface of an object. An Orange basketball is actually anything but orange. It's surface absorbs most of the frequencies of light that strike it, reflacting back those that, together, produce light that appears orange. Since all humans share a common visual physiology, you can rest assured that the color you call orange is the same color seen by others (they are not seeing what you would call green and calling it their orange). Of course, people who are color blind will not perceive colors as well as people who have normal vision, and people with certain brain defects/injuries might map some other color to the word/concept we call orange. But generally, we all see the same thing and call it orange.

Words assigned to colors are the same as any other word. A group of letters meant to provoke a mental understanding of something that has stimulated our senses. The group of letters chosen to fulfill this purpose have been agreed upon by past generations and over the centuries became generally accepted by the masses. Once accepted by the masses, it became defined. Thus orange is orange and blue is blue...

u know if u're lookin w a microscope, at a person,
u could see flakes of him fallin off? or cells.
the same with a color,its not just some visual entity
but light fr the object. so in the case of an orange[ fruit]
when ur lookin at its color
actualy light in the orange spectrum is comin fr
the orange and hittin ur eye
not only that but oranges arent randomly assigned some
color by some cosmic bureaucrat dude but its color also
expresses some part of its essence,like the acid in fruit
and some other ingredient. so if ur eyes had taste buds
they coud taste orange too.....pretty far out huh?

This raises a good point. How do we know that what one person sees as orange may be blue to another. Color like anything else is simply a percieved thought of how something appears to one person.

There can be no concrete, real answer for this question. In our brains, we have categorized what we perceive as 'orange' as a wavelength that is darker than what we call 'yellow', but lighter than what we call 'red'. Whether my 'yellow' and my 'red' is the same retinal stimuli as yours is a concrete answer; of course the stimulus is the same... However, my brain may process that stimulus in a different pattern than your brain, thus giving what I label as 'orange' a different perception than yours.
