its loud enough we can hear it in my sons room, it bother my ears when i sit out on the deck.

I use to work on ac units. Basically outside of a loose panel on the unit there is little you can do. The noise you are hearing is the combination of the fan and the compressor (the engine that pumps the Freon around). Trying to add insulation to deaden the sound might cause some pretty expensive repairs later on. But I am not the ultimate expert, call a ac technician; don't be surprised if they send out a salesman to push their newest unit (that might be the solution though).

It depends on where the humming is comming from. Make sure all nuts\bolts\screws are tight. It could just be metal parts vibrating. If not, it could be comming from the fan motor or the compressor. You can try mounting either with rubber matting or rubber washers to dampen the sound (submarines employ this tactic) or you can replace the noisy parts with new ones.

mount it rubber insulation or where ever contact surfaces meet at to the foundation

can you pad it somehow? Foam or even blankets wrapped in plastic to help with weatherproofing?
