is there a way for paying people but making it so they are payed but they cant touch the payment untill i get the object or goods if there is please give me step by step instuctions on how this happenes please be slow and spicific

nope when you pay you pay, you can't force the person to leave the cash in their paypal account

if you're worried though paypal can force a refund if the item is broken or misrepresented (its often benefitial to contact the seller to fix any problems first though)

If it is not an expensive purchase, PayPal guarantees your transaction; if you don't get your item, you get a refund from PayPal but they do keep some of your money for their fees (about 15%).

If it is an expensive purchase, you want an escrow service. I've used escrow.com in the past and am happy with them. You first need to get the seller to agree to using the escrow service, and if they won't then you should not complete the sale. As the buyer you should also select the escrow service--- there are a number of them that are not legitimate and a scammer may trick you into thinking your money is safe when it is not. There is a fee involved and the buyer should pay that.

How it works... the seller provides all the auction info to the escrow service. They calculate the total including their fee. You, the buyer, pay the escrow service; most take only credit cards and money orders but some take checks. Once they confirm the payment is good (check clears or credit card is approved), they notify the seller that they're holding the funds. The seller then ships the item. Once you recieve it, you notify the escrow service (they usually have something you sign when you get the item, so you can't say it never arrived) and they pay the seller via a bank deposit or check. It's really quite easy.

No, but the payment is PROTECTED if you follow the buyer protection guidelines on paypal. And this is pretty much the same thing as what you seem to want. Read the paypal help files for details.

No, there isn't, but look at their feedback, as long as they have good feedback things should go smooth. To check there feedback, just click on the number in parentheses beside there Ebay ID. I have ordered a lot on EBay and hardly ever have a problem, and if you do have a problem and you dispute it and tell them you have not received what you paid for they will force the seller to give your money back, actually paypal just gives you your money back. Paypal is a way to send a secure payment to someone so that you don't have to share your credit card information. I don't believe they can do what you're asking. However, Paypal keeps record of whom you send payments to and so if you have to dispute something, you have evidence/ documentation from your Paypal account.

sounds like an ebay transaction. in any event, i don't think you can freeze the payment. however, paypal does have a buyers' protection program. go to the website and read about it.
