If an emergency happens they can dial 911. And last but not least it helps build responsibility.

No...but I can see a few exceptions if the kid is Very Responsible:
1-divorced parents don't always want to call their ex's house to talk to their kid so having a cell means the kid and parent can talk whenever w/out having to go through the other parent
2-the kid is really involved in extra curricular activities and their schedule changes often so they need to be able to let you know when they need a ride etc.

hell no.
unless its a freakin' tracphone.
and the whole "emergency" thing its all BS.
now a days parents want to act like its all a matter of
life and death if their kid dont have a phone hooked up to their ears.
hell back in the day we didnt have them, and yeah..we survived.
if there's some emergency, then be around your kids more, or ever heard of a pay phone?
kids run up those bills and the parents (the suckers) pay for it.
no it doesnt teach them "responsibility". unless they get a damn job and pay for it themselves.

yeah, I think so...learn to use it responsibly. Learn to make good decisions in life. Many adults use them irresponsibly. Maybe we can teach them to use them responsibly young. (Like turn them off in movie theatres: leave them off in restaurants: keep it toned down in public transportation: in other words, respect other persons right to quiet). Also, good way to stay in contact when in trouble.
