it is specifically stated in FIFA rules that the shooter can studder step to see where the keeper is going, as the keeper can move from side to side to influence which way the shooter will place the ball

players are allowed to dummy or trick the keeper, just as goalies can run up and down the goal line if they want, mind games are not illegal.
