fancier, incorporating some flash, forms, custom graphics, and other design elements like www.jimshellautosales.com = $300-$500.
a full flash website with intro movie, xml galleries, music loops, tons of custom graphics like www.soundesigninc.com = $800-$1200.
some places charge by the hour, i just charge by the job. typical hourly programming rate is around $80 an hour.
as for hosting and registration. domain name registration is $10. monthly hosting ranges from $5 to $50 a month or more. fortunecity.com offers webhosting for $5 a month and domain name registration for $8.99.

How custom? What type of work are you talking about? Custom programming, a site where you sell or do transactions online etc??? check out coffeecup.com and bluedomino.com. Do it yourself, learn something and get loads of free software when you host with em.

Also try angelfire. You can make your site for free. You can also use Yahoo business hosting. Some plans start as low as under $10.00 and the domain name is also inexpensive.
