If it smells damp and stale, then it probably is damp. Try getting one of those plastic containers that contain dehumidifying crystals. They're usually in the cleaning aisle of a grocery store or WalMart, and they're about the size of a cottage cheese container. I would also get the cedar chips or shavings for a clean scent that is not an overpowering perfume.
Good luck solving this problem.

Try putting some cedar shavings (the kind people use for hamsters & such) in old panty hose and put them randomly in your closet. The cedar is good to keep moths out of your wool things also. Hope this helps!

Go through all your clothes. Throw out anything you haven't worn for ages, stuff that no longer fits etc. Wash the remainder of your clothing if possible, and hang a pomander in the closet that will release a refreshing aroma.
