Read "The Brass Ring" by Bill Maudlin - he was an artist who won the Pulizter prize. He made his name in WWII as a political cartoonist. He talks about tools. The older and better you get, the less you need. Don't spend too much; art sets are like home gyms, except you can't sell them "used once" for half price in the classified pages.
Get him some nice sketch pads and some pencils. Any clerk at Aaron Brothers can help.
You might see if "TBR" is in print, or available second-hand. It is a fascinating book. Your brother might like it.

I got some really nice sets from Faber Castell. They have high quality pencils, charcoal, chalk, everything and they come in a very presentable set box(good for gifts). I draw constantly and have been fro years now and they are my favorite company by far. Their india ink pens are pretty well renknowned *wink wink they come in a pack of four and will last for a VERY long time, justifying the price.

Anything from Prismacolor works great. The quality of their materials are like none other I've worked with and I've been drawing from ten years. Their products are a little pricey but worth the cost. They make everything and are found at most craft stores.

i also draw and personally as one i prefer plain old white paper or a nice sketchbook and a #2 pencil. to color, crayola colored pencils ( the lik 100 count box).i know it might sound un-professional but it works for me. u can find these items at aaron brothers and/or target.
