We need some more info, like what is it, a flash drive?

If its connected to a front side port, check the wires from the motherboard to the port. If the port is on the motherboard or an add in card, right-click on My Computer->Properties->Hardware tab->Device Manager, or just the device manager tab for 98. Once you are at the device manager, look at the entries and make sure there aren't any devices with a yellow triangle or a red x, espically in the usb and other devices sections.

If it is a red x, the hardware is disabled. To enable the hardware, click on the device, click on properties, and click on enable.
If it is a yellow triangle, it is probably a driver issue. Contact the manufacturer of the device or visit their website to download newer drivers.

Also, if you are running through a usb hub, try plugging the device straight into the computer to make sure that its getting enough power if the device doesn't have a seperate power cord.
