If the owner has died and left the property to no one, the land belongs to the tax collecting entity as long as the taxes aren't being paid. Once you take over the taxes and pay them for 1-2 years depending on where you live, then the land becomes yours, depending on different stipulations. You need to talk to a real estate lawyer and they can ge the ball rolling for you. Consultation is usually free.

Do a search on "adverse possession" and see what you need to do in your state to take title to the property. It should cost you very little money to take over the property (I think around 30 bucks).
