He had probably had already run the plates and as long as it wasn't reported stolen he figured it was your car, thus you were old enough to be driving.

I agree with you,,it is strange,,most of the time that's the first thing they want to see,,that and proof of registration ,,and insurance,,it could be that he seen who,s fault it was,,and wanted to get a statement from them first,,one thing i have noticed where i live,,they often do what you said,,they usually talk to the older person at the accident first,,i think they do this to see how much difference there will be in the 2 storie,s,,this is the only logical reason for this,,hope this helps you.

because you might be an illegal mexican. then he would be faced with the problem of knowing about a crime, but being prohibited from doing anything about it. Many cities are known as "sanctuaries" for this reason. the cops are not allowed to ask legal status.
