Try CD's, $5-$10 gift cards, cards for song downloads from the internet, movie tickets, or maybe just cash. These are things that will work for both guys and girls.
Be creative. I am teen; these are things I would like. However, no two teens are the same and desires and interests vary. You have to base your party favors on the type of teens you will have at the party.

Well if u r looking for inexpensive party favors for a bunch of girls go with nailpolish. ANd burned CDs with popular songs would be a great favor for anyone.

A disposable camera and photo album, itunes git card and some of those sticker decorations for ipods/cell phones, lip gloss and small sunscreen( the kind that is a key chain) if you're having the party outside

Girl: Lip Gloss, any kind of beauty product, gift card or some sort of free ticket, sticky rhinestones
Guys: Music cards or other gift cards
Talk to your child and find out his son/daughter's friends' interests. Get party favors based on that.
Ex. 1. "John likes hip-hop and Gabi likes rock."
Get John a mix of hip-hop and Gabi a mix of rock on a cd.
2. "Vanessa loves to paint her nails, Dawn loves to wear lip gloss."
Get Vanessa 2-3 nail polishes and a lip gloss. Get Dawn 2-3 lip glossess and 1 nail polish.
3. "Ken likes all music, Matt likes to read."
Get Kevin a mix cd and Matt an age-appropriate book.

I own a toy store and I sold many plush flowers to teen girls. They are pretty, yet not baby-ish. The boy teens are buying the magic puzzle cubes, a sting of wooden blocks attached to each other, and you try to shape it into a cube. Simple, yet interesting toys, which arent really toys.

go to the dollar store..teens are usually easily impressed.
candy is also great and glo sticks. also any novelty type toys like fake teeth, rubber chickens, slinkys,shocking pens, all of these you can buy online
