i would say internal recruitment and promotion is better for the company. the employees already know and contribute to the culture, plus it rewards loyalty. however, if companies are unwilling to invest in their current employees, then they probably have to hire from outside more. the reason an employee comes to a job is likely the reason they leave.. find 'em, train 'em, keep 'em and reward 'em

If you are talking about the actual "recruiters", then to have them on your staff would be best as they have the companies best interest in mind.

An external recruitment agency will hire whomever meets the MINIMUM requiremnet if they feel it will earn them a commission quickly.

But with a quality agency, you have no payroll taxes, workers comp, etc. You have to look at this as well.

Always look internally first. If none are qualified, search outside. If you have qualified people to fill a position and you continually go outside to hire, you'll create resentment and poor moral.
