How as a society could we put and end to bullying when our society is made of bullying. Our children don't know how to play with each other, all they do is bullying each other. Our government is a bully. We been forced to take all the bull they are giving us. No insurance, no medical coverage, to poor to eat fo a week, can't afford to rent a place even you work 2 jobs. No that's impossible. We need to go to basic in order for us to put an end to BULLYING.

By deciding as a society that it is wrong. Our humor involves a form of bullying - making fun of others because they are different. We need to decide as a society that that is not acceptable behavior and remove it from our media. You might say it's impossible, but the same thing was done for racism a long time ago - and while racism still exists to a degree it is looked down upon and certainly not as prevalent as it was before we made such an effort. Let's remove bullying from our popular media by deciding that it is something that should be frowned upon and not accepted in any form.

So how do you intend to pay for "universal" insurance, medical coverage, feeding the poor, and rent control?
By increasing and collecting taxes? What about people that don't want to pay taxes? Throw them in jail? Isn't that bullying people for their money?
To answer the asker's question: what is bullying? Assault? Theft? Assault and theft are already a crimes. Try enforcing existing laws instead of inventing new problems. That's how you end bullying.

Putting up signs in support of victims who are bullied and punishing the bullies with detentions and timeouts helps a lot.

We can't. People who are bullies enjoy the benefits they gain by keeping others down and the people who support bullies are either too beaten down (physically or emotionally) to speak up or don't recognize the bullying behavior.

#1 By teaching tolerance to kids. Not alot of parents do this. My suggestion for doing this has already been done in many school districts through "Everybody Counts" programs. Teaching young children about differeces and diversity spwans more acceptance and tolerance.
#2 Become better parents and stop letting our children watch vuiolent CRAP. I didn't think that it mattered before, but now, with experience, I know it does.

Reward system to report Bullies. Encourage kids to report bullies. Once bullies are identified, school should deal with it.
Currently schools do not want to get involve and close their eyes to it. They usually tell the kids to ignore it. I went through this with my son, got up to the vice principle, 'ignore it was all they can say'.

I believe in mandatory parenting classes in high schools. The issue should be taught in these classes...what to look for in children who bully, how not to bully our children and teach them to bully, and how to be an affective positive parent.

I hate bullying, but I don't think you can stop it. There will always be parents who will never teach their children sympathy, and who will always blame their child's problems on someone else. If you want a good example look for the new Harris and Klebold(Columbine kids) papers on the net. One of their dads kept a journal where he continually blamed another child for his son's problems.
