Bush actually lost in votes, but he won anyway because the system failed.
Though, when talking about why leaders in general are psychotic, a different issue arises: To be a leader is not easy, especially so for your moral sense. A very moral guy could not bring it upon himself to sack nice but incompetent employees, quickly leading the business into financial ruin. Therefore, far the most successful businesses are run by leaders who can sack necessarily with no remorse, requiring them to have psychotic qualities. This also explains why there is so much wrong in the world: the psychos are in control.
