really hardcore and then my check battery light goes on it all lasts about for 10 secs and then i can move the steering wheel again and the light turns off what gives

Due to the water your belt is slipping on the alternator pulley, you may need a new belt, or the splash shields are missing from underneath your vehicle.

Yugie has it right.It sounds like your power steering belt is getting wet and causing it to slip which explains why your steering feels stiff.And also if your alternator belt gets wet it can slip also causing the battery light to illuminate.It is time to have your belts checked and either tightened or replaced and make sure that a splash guard is not missing or out of place allowing excessive water to get on your belts.
