I found a program called Internet Lock. You can download it and try it for a week or two. I registered it because it really works.
It's a little tricky to set up, so follow the instructions on the web site. But you can configure any program that accesses the Internet (Firefox, IE, Outlook, etc.) to prompt for a password or the user can't access the web.
Make sure to remember your administrative password. I forgot mine but the program owners have a way to get you a new one.

well an easy way is unplug the wire, but that can be figured out easy, a lot of Operating Systems (Windows, Mac, Linux, Unix) have built in parental controls check with the user guide on that O/S

you can also set up seperate accounts in Windows with limited access. As long as you password protect your main account and disable the network card in the other accounts you should be ok.

don't check "save password" when you connect to your server...then when your done, disconnect and no one but the persons you give the password to can go online
