when are they going to make the Pirates of the Caribbean number 3?

Production has already begun. It's production title is "Pirates of the Caribbean: At World's End " and is scheduled for release in 2007.

I heard on a news program a couple of days ago that they filmed Pirates 2 and 3 at the same time just like.....oh crap! What was the name of the trilogy with the hobbits and the middle world? They were big hits. Crap!! I hate when I have a brain fart!!! But you know what I mean. Anyway, Orlando Bloom said to the reporter that they filmed them at the same time. I think he said the last one comes out next year.

They filmed it back to back with POTC 2 and the production will wrap up soon in a few months from now. But the movie will only be out around May next year, I guess.

it comes out next summer, they filmed some of it along with Pirates 2, but they are going back into production again pretty soon to it finish up.

I think they're already working on it. In which case, we'll probably see it in a few years.
As a side note, right after I finish answering this question, I'm going to the movies to see #2.

It is being filmed right now, although they are on break until late summer. It should be out next year.
