8-x = 5
x = 3

38+24.17 = 62.17

38+24.17 = 62.17 and has nothing to do with this
as to your question. 8 decreased by x is the same as saying:
8 - x or eight subtract "x" (where x would be an unknown constant)
now we know that when 8 is decreased by "X" the answer is 5, so
8-x=5
from there, we collect "like terms"
8=5+x ==> 8-5=x ==> 3=x

Pretty simple really.
so, now u know the theory behind it, put pen to paper, and complete your homework!

EDIT: @ Jinx, needed calculalter for 8-5 huh. :( ( and u still got 38+24.17 wrong )
