My wife is going to Costa Rica for three weeks. Is it cheaper to call from there to the States or from the states to Costa Rica?

Probably cheap either way. You can buy a calling card in your local convenience store that will cost you from 3-5 cents a minute. But, I wouldn't be surprised if there are calling cards available there as well that offer cheap rates.
I have family in Colombia and very often they have specials where you can call the US for $1, and it doesn't matter if the call is one minute or one hour. Or, sometimes they will have other really cheap specials.

If you get an international calling plan in the USA then it is cheaper from the States. The cheapest way to call the USA from Costa Rica is to buy the calling cards in any store and use the pay phones.

Check on some phone cards. Some of them offer pretty good rates. My husband works in Jamaica, Puerto Rico and Costa Rica a lot. We look for card that seem to cater to the places we are calling. It's cheaper either way for you to call her. Collect really hurts from overseas like up to 3.50 a minute.

With pre-paid phone cards it is far cheaper to call from the U.S. to Costa Rica than vice versa.

It's cheaper to call from Costa Rica to the U.S.
But if she has internet access, the best thing to do is to get the computer phone called skype. Go to www.skype.com and learn about it. If you call computer to computer, it's free.

From my own past experience it is cheaper to cal from C.R. to the U.S. The I:C:E: Costarican tel company has reduced rates after 7:00pm till 5:am all day Saturday and Sunday
