All the law abiding citizens with great gpa's are in debt up to their eyeballs with student loans. But Joe Bankrobber gets a free college ride courtesy of the penal system.... and I'm pretty sure my taxes are paying for his tuition and mine. Keep america stupid! Are you sure there isn't some sort of catch for them to get it? No requirements than being a convicted felon?

You can think of it this way. Felons already have it hard enough that they are pretty much marked for life. It'll be that much harder for them to get a job, so they need every advantage they can get. In addition, it could also be encouragement for them to NOT go back to their law-breaking ways. If some convicted felons also manage to succeed in life, the state could use them as examples that all is not lost for criminals who truly want to change their lives, preventing them from going back and becoming career criminals.
