I know that you need certain equipment but my question has to do with the source. Can you hook a vcr up to the capture device or does it have to be the camcorder?

It will depend on the source most Copyrighted VHS tapes won't work out of the box with Capture cards. IF you are recording a home recorded VHS tape then yes it should work fine. Most have Coax and RCA jacks to connect to so simply hook it up like you would connect the VHS to a TV. You must have a TV Tuner/Capture Card in your PC to access VHS output from a Video Tape.

The capture card has a AV Video and Audio input plug point on it. You can of course also hook up your camcorder directly to the card and capture the DV tape content.

Software should be included with the capture card to perform the capture to the HDD.
