I think Bush has a good heart and an accurate world view. Sometimes he makes good decisions, sometimes not as good, just like all of us. I think he would be a better president if he truly stuck to his initial idea of not caring about polls. He would probably be more popular if he were even more controversial.

As they always say, we won't actually know til about 10 years from now. At the end of Regan's term, the press thought he was a crazy old kook. now people proclaim him to have been one of the best. So, who knows?
