I know the technology exists, and this would prevent thousands of deaths and injuries, but auto makers would have to buy in, and errors at motor vehicle bureaus could result in drivers with a clean license being unable to drive for some time until the error was cleared up. Still, it seems to be a viable way to keep derelict drivers and substance abusers off the road.

Wow, I think it is a great idea ... at least on first read.
Something to think about for sure.

Of course, it would spur other problems ... like stealing/selling valid licenses, ... but something I think oughta be considered.

Good thoughts.

There are many things that can be done, but the question is will the motoring public accept them?

For this to work, you would need some sort of radio / cell phone connection between the card reader and a master database of driver's licenses. This will add cost to the car, and in some areas, there is no reception for the signals.

In this country we are assumed innocent until proven guilty. If we own property, we have the right to use it, unless there is legal prohibition. People will not accept this type of intrusion in their lives, nor should they.

It'd also be an easy system to get around... kinda like those breathalysers that are fitted to some cars: all you need is a sober person with no morals to blow into it. All this would require is someone with a good licence to swipe, and you'd be back on the road. Then you'd end up with fake licences on the black market, and all sorts of other ways of getting around such a system. It's a good idea, but so is Communism, in theory....

What is a swipe card??? Basically a key right? Doesn't your vehicle come equiped with a keyswitch? Collect up all keys and secure them. No swipe card needed. Question, if the person who isn't supposed to be driving is obtaining the keys, what would prevent them from swiping a swipe card to start the vehicle???

it is already being done with repeat DWI/DUI offenders they have to take a Breathalyzer test before the car will start

Whilst it is technically possible it is not likely because it would cost too much and would be very unpopular.
