And who you think should run this "world government"? Anyway isn't it funny that when there are movies and tv shows about alien civilizations they're usually monoethnic and have a unified government for the whole planet?

A lot of reasons. Primarily because people hate each other. There are many people who believe that they are right and anyone who does not agree should be assimilated or killed. There are those who believe that they should be allowed to to anything they want without reprocussion from anyone. Then there is every opinion in between. If all people agree on one central governing system, all of the other different cultures will be lost.

Well man is a greedy creature and thus could not create this seemingly utopian world order. Humanity is also very ignorant: fighting wars for religions they don't know truly exist, fighting for economic resources gaining nothing but barren desert, assasinating the few politicians that truly wish to help their fellow man (Ghandi). The world is a mess, maybe after a nuclear war what's left of the population would form your utopian society.

It is because we are under "man's" system of government, and being imperfect, we aren't up to the job.

It is not possible to make everyone happy. From economies to religion, people refuse to compromise. Sorry, the facts are the facts.
