Cutting off the snag is likely to cause a hole to open in the woven fabric. A better method is to try pulling the snag inward, so it's inside the pants, not outside.

NO! It'll get worse. Take a needle and thread it with fine thread the same color as yur pants. Run it into the pants right next to the snag. Wrap the snag around the new thread. Now gently put the needle back through like one thread away from the snagged spot . OK Now the snag is on the inside of the pants. Now tie the snag down with the thread from the needle. If you use a square knot it will stay. Outside of pants has no snag now.

Before you go doing that, take a needle and see if you can just pull the snagged thread through to the other side. A good washing might also help draw the thread back into the fabric.

If you CUT the thread, you'll begin a hole.

I would not use that method. Instead use a sewing needle to push the snag through to the inside of the pants.

NO. You would actually be cutting a string that is woven with others, this will make a hole because the weave will come apart.
Do your best to pull the snag to the inside. It will not be noticed and cloth weave will not come undone...

Go to a store like Wal-Mart and get a clothes Shaver (for like the little balls that form on clothing) and shave it off safely with it. They are little hand held gadgets that have a rotary blade.

At Wal-Mart they're like $5-8 dollars each.
