In "Order of the Phoenix," we find out that the Weasleys weren't in the original Order of the Phoenix. Why not? The Potters, who were younger, were, as were many older witches and wizards. What were the Weasleys doing?

A lot of people I've asked, both on Yahoo! Answers and my nerdy English major friends, state that the Weasleys had young children. But the Potters were members, and they had a baby! So that answer leaves me unsatisfied.

I'm only comparing the Weasleys to the Potters in the sense that they both had children, so that can't be the sole reason that the Weasleys weren't members of the Order.
