Once a player has stopped playing for 180 seconds (after it became their turn), then anyone at the table may boot them whether they are the host or not. Idle time is a different time that displays the time since the players last contact to the game server and may be more or less than the player timer which is only displayed as the message "A player must be idle for 180 seconds before you may boot." It is very possible for someone who is "lagging" to be able to contact the games server(thereby they will have a very short idle time) yet still be unable to play a card or talk on the table. Hitting skip or undo seems to me to make the problem worse but that is just my opionion. Good luck at the tables!
