I am not looking for ways to "pick up" girls here, I just need to know how to figure out who to talk to, and what to say starting off.

Starting a convo can be as simple as saying hi. Most people can handle the "hi how's it going" part...the problem comes in with keep/creating the convo going. Simplest way to do that is to ask questions. People love talking about themselves, and if you actually listen or atleast look interested you'll have made a new friend in no time. For additional help...go check these books out of your library.

Join a group such as Kiwanis or Rotary Club. If you have a problem with meeting people and breaking the ice, I heartily recommend Toastmasters! You'll learn how to meet people in gatherings, schmooze, and speak in public without fear!

Networking is simply using your contacts in business and social settings to locate things that you need, whether it's a job or a roof on your house.

(1) Practice practice practice practice practice. (2) Take the focus off yourself and put the focus entirely on the other person, maybe by noticing their clothes or their behavior. (3) Appreciate the power of "small talk" and the beauty of seemingly mundane questions such as "So what do you do for a living?" or "Where are you from?" or "How do you know the host?" (4) Recognize that the risk, if taken, is its own reward.

I usually break the ice by saying or doing somethign really stupid.
