Any country song. Just watching CMT will make me cry in a matter of seconds. But I would have to say that the best sad song is Eric Clapton's Tears in Heaven. The music is great, his voice is great, and to top it off it's coming from his heart. He wrote it after his son died. Okay I'm gonna go cry now.

Don't Take the Girl by Tim McGraw gets me every time... and I don't even like country music.
Tears in Heaven and Lightening Crashes are some good answers too.
Bad Day by Daniel Powter is a good current one-not extremely sad, but good if you are looking to mope!
