You can locate available, desirable property, but do not buy it until the county and municipal government offices in your area tell you it is approved for modular home construction.
Many subdivisions prohibit modular homes. Some municipalities prohibit their construction.
So, yes, look for land and then make certain the zoning commissioners give it their approval before you buy it.

a modulat home is a prebuilt home built in a factory and shiped to the buyer how would you built a modular home indeed some finance companys will give you the money to buy the lot or land and the money for said modular home and the modular home company will set it up for you most of your better neighborhoods in citys have restrictions on modular homes you should check into it more

Philadelphia does not have camping or trailers by law. Except in one small street that was built before the law.
So I would check first with manufacturers and lawyer before doing anything
