Virtually all state-run lotteries require disclosure of the winner's name and likeness (picture) as a condition of award of the prize. You can refuse, but then you won't collect. Some allow you to withhold your picture, but that's about it.
This is federal law in the US as a result of the TV gameshow scandals of the 1950s. All lotteries, contests, etc. must provide lists of winners to the public upon request.
