Several years ago the practice of filling propane vehicles was common in the rural areas. Farm tractors would also be filled from your house tank. I would first start by going to a local propane/butane dealer and pose this question to them. Regulations may prevent you from doing this in your area. There is a local business in my home town that regularly fills their bottles from a larger tank. They did send the employees for training because this can be quite dangerous if not handled correctly. When I visit the place I get mine filled I see they have directions that must be followed. The amount put into the bottle is weighed because they should not be filled above a certain level. Your local dealer can supply you with what you need and they are a great source of information and possible safety training. Best of luck.

Farmers do this all the time. they have to in order to fill the tanks of their propane tractors from their 500 gallon supply tank. One of the connection fittings made onto the top of the tank has a dip tube that goes almost to the bottom of the tank in order to draw liquid instead of the vapor that is in the top of the tank. Attaching a valve to the tank and a proper propane hose to the valve with the right connection fitting on the end of the hose to attach to the tank will allow you to connect and fill the tank. To get the small tank completely filled requires a pump if the tank does not have a vapor vent valve to allow more room for the liquid. Typically, a vapor vent valve has a short dip tube to allow a safety margin of 10 - 15% vapor remaining in the tank to allow for expansion. With no vent and no pump, you will have to leave the tanks connected overnight to get close to a complete fill.

Liquid propane can cause instant burns & frostbite. Improper tampering with the liquid withdrawal valve can result in fire or explosion, property damage and loss of life.
The parts that you require can only be sold/installed by your local propane supplier.
