Colour can be explained to a blind person.
Most people who are deemed to be blind are not 100% unable to see. Most people who are blind can see some shape, some blurry outlines of things etc.
Being blind does not stop a person from having a free imagination. I have a daughter who has severe intellectual disability as well as cortical blindness.
Cortical blindness means that there was nothing wrong with her eyes but rather her brain was not understanding the information sent ot it by the eyes.
I did not want my daughter to miss out on anything, not even colour. So I learnt to speak to her in colourful/textual/sensory language.
During the day I would say things like:
Here is your bright red jumper. It will keep you warm like fire.
Look at the cool green grass. It is nice to sit on the cool lawn.
The big fluffy white clouds are moving slowly in the sky
Here are your shiny black shoes
Hmm smell the fresh bright orange. This is where we get the juice from.
Mmm the soft white mashed potatoes are warm

By talking in colour texture shape taste smell sound it is possible for a person with liimited or no vision to at least understand the concept of colour.

I hope this helps.

a blind person does not know what a color is like. To them, color is an abstraction, just like 4 dimensional space is an abstraction to you or me.

they also associate colors with feelings and smells.
