she says she is going with or without permission is this legal

This would be illegal if she does not have permission. However, if she is close to 18, the judge will not likely act on it. I know you did not as for advice in this question but I would like to make a suggestion. Your daughter will be 18 very soon and will have many new choices in front of her. One of those choices is what type of relationship to have with her mother and the rest of her family as an adult. When I was at this age, my mother did a lot of things that I'm sure she felt were in my best interest, but in fact alienated me from her. I believe that we could have a much closer relationship today if all of those years ago she had allowed me a little more freedom when I was desperately trying to grow up. If she is forced to remain at home until that "magical" birthday, your daughter will likely feel frustrated and have animosity about that situation for years to come. Anyhow, good luck with your decision, I know every situation is different.

yes its absolutely legal but first ask her :do you have boyfriend and after that say no because if she have boyfriend she is gonna to be in danger you know why .And pleas give me answer what you do?

She can be emancipated by her parents or herself, its a legal court action
