I only know that in Egypt it is illegal for women to show their bellys in public. True bellydancers there only dance on stage and do not sleep with men, but there are a lot of women who are imported from Russia and other countries who "dance" in clubs, but what they are really doing is just parading themselves in front of the men as an advertisement of what is for sale. The professional bellydancers are actually like movie stars and they have to be able to sing, tell jokes, etc. It is a full one-woman show that they put on. Then there is everything inbetween.
It also depends on which coutry you are talking about. Some people in the US still think bellydancers are strippers. Just because a stripper dresses up in a bellydance costume, it doesn't make her a bellydancer. In the middle east, there are different politics and cultures in different countries that shape their view of women.
Bellydancers actually wear more fabric than most jazz, ballet, broadway, modern and other forms of dancers. It is just because it used to be immodest for women to show their bellybutton. You don't call women who walk around the beach in bikinis "whores", do you?

From what I know about Middle East culture, most of the people there are Muslim- so traditionally, they are more conservative/private about things like sex for BOTH genders, and with the dancer having to wear certain costumes and moving in a sensuous, mysterious way to perform well can be considered seductive.
Also **I THINK** that in that religion it frowned upon to lose your virginity before youre married, so combine those circumstances it can be somewhat of a tempter to go the wrong way, perhaps.
However, I still think it is a uniquely feminine and beautiful dance...

Where did u get this idea that they are considered whores? Some of them are, but a most of them are just working as dancers and belly dancing is considered artistic dancing in some countries.

Well, here's the reason why a lot of people freak out, the slow sensuous movements, the rapid shimmies, unglatations (the cool thing where you can see the muscle ripple) and the revealed stomach area. Some people find that inappropriate. Personally, I think it to be empowering and beautiful.

At least shameful... yes, because they "show their body" to anyone, I know because it was what an acquaintance said to me when i said i belly danced in a cultural festival.
