Our HOA is ineffective. Many of us want to pay our dues, but we don't want to put the money in the current leadership's hands. Can we put the money in escrow to avoid liens on our homes?

You need to check the HOA agreement and rules and consult with an attorney. Most agreeements provide a means for the homeowners to replace the association management and that's usually the best way to proceed.

State laws will vary, but I know you can't in Colorado.

If you don't like the elected Board of Directors, why don't you solicit proxies from your fellow homeowners for the next meeting and vote in better leadership? Usually, there are few homeowners at the annual meetings of most HOAs anyway, so anyone who takes the time to get proxies has a good chance of being elected.

You probably want to check the by-laws, because you don't want to deal with a lien and possible foreclosure action over a few hundred dollars. If you can't put it in escrow there has to be some manner for you and the other homeowners to have some of your concerns addressed - this option should also be addresssed in your by-laws.
