Some people are born with a penis and a vagina instead of one or the other. However, people like that may have only male hormones or female hormones, and one of their privates may not have their reproductive organs.

I don't think a woman can be born with one but some girls get surgery to be able to have both gential areas.

Read Middlesex, by Jeffrey Eugenides. It might tell you something interesting on this subject, but even if it doesn't help, read it anyway, it's a beautiful book.

hermaphrodites are born with both kinds of genitalia and can choose to be male or female depending on the severity of situation such as: growing of breasts or facial hair, etc.
