It's fine particles of substrate sticking to the minuscule algae growth on your tank. A glass scraper bought in a paint department will remove both and delay it from happening again, and rinse out of change your filter as it is no longer trapping these particles.

The white film could just be from the water evaporating. Just wash the tank. Vinegar will help clean it.

it may be a form of coraline algea that is growing there.all you can do in that case is just keep scraeing it off.it is a good thing to have if it's coraline algea.try checking your calcium level.if it is on the outside of your tank, it may just be salt buildup caused by water overflow, splashing, in that case, just clean it off.
