Is there a fuel bank in the state where you live?

What are the benifits or drawbacks? Do you know of any fuel banks coming to any other states? Do you think it is a good thing? (If you don't know what I'm talking about, please don't answer) Also, what do you pay for gas?

There is a big storage and distribution center in Doraville, Georgia. Gas is much cheaper for about a 10 mile radius.
We are right on $3 a gallon in Palm Beach County, Florida.
