Start by learning some accounting. Practice with you own personal accounts. You can do it in a little book very simply, on a spreadsheet or even a specialised accounting program. Basically, record all money coming in and all money going out. Are you handling your money wisely? Can you save money and run your own personal finances more efficiently? Have you bought goods at a higher price because it was too much trouble to shop around. Do you waste money paying interest on store cards, credit cards. If you're paying any interest at a rate of over 7% - you're wasting money. To give you just one example. My phone line, calls to uk geographical numbers (those starting in 01 and 02), calls to all EU countries, calls to North America, calls to Australia and New Zealand and my ADSL service I get for a single monthly payment of £20.99 a month. I pay extra for 0845 calls. If you're outside the UK £6 = $10 US ! Work out what £20.99 is in dollars or your currency yourself. If your arithmetic is bad - you need to learn fast before even considering a business. Once your personal finances are under control - you will find you can save money to buy things you need to start a business. You will have a little capital. Also look at assets, you already own, like your computer. Maybe you own a car or other vehicle that would be a useful business asset? Maybe, you have personal assets, like education, contacts, experience or whatever that you can use too. I know someone who has just started a "handyman" service. He has a 4 wheel drive vehicle, a little money he saved, and a few tools. He used the money for advertising. He is now fully booked for weeks ahead and working 12 hours a day. He is earning double the UK minimum wage - so much better off than many people. He can also claim lots of things as tax deductable. He has gone full time. But part-time businesses are worth considering to begin with. If you're computer literate a website with advertising on it may be a start. Take a look at my website, it's only small. In the UK some places offer business startup loans, but you have to prepare proper business plans & costings etc. for a legitimate business.
If you're unemployed the Jobcenter can provide info on this.
Training & enterprise councils (TEC), Enterprise Agencies may be able to help. See also http://www.businesslink.gov.uk

Create a professional business plan and speak with a business specialist at a bank. If they think it's good they can loan you the money.

You need money to make money. (Even though its a little money to get on the bus to the store) But in business, as I have learnt, that's no guarantee. You might be on to something.
