I assume that you mean that Atheists are religiously undeveloped.

Frankly, your question belies a certain ignorance in yourself. First, how can we define religious development? Surely study, prayer, and meditation may help us mature. Likewise, undergoing traumatic events and extreme challenges can help us develop mentally and spiritually. In my mind, however, it i far more important that we question our own actions, thoughts, and beliefs. Only by questioning your own motivations at the deepest, most personal levels can you achieve true, meaningful religious maturity.

Ask yourself:

Why do I believe as I do?
Is fear a motivation? Love? The need to belong?
Whose words and opinions do I value most, and why do I value their opinions above others?
Do I conform to the beliefs of others, and if so, why do I disregard my own thoughts and opinions?
What claims does my belief system hold, and what evidence is there to support those claims?

Your question seems to suggest that Atheists have not deeply examined their beliefs, that they accept what they are told without questioning its meaning or value. However, I have not yet met an atheist who has not thoroughly examined their beliefs. The answer to your question, then, is manifest. In turn, I would like to ask you if you yourself have ever seriously questioned your beliefs, and whether or not you feel that you have reasonable and intelligent justifications for believing as you do.

NO. All atheisim means is a (not) theism (belief in a god). So atheists do not believe in a god. Now some can be. But the most basic atheist no. Just like there is a ton of different religions there are many different types of atheists.
