If memory serves, the phrases refers to the Phantom's use of a noose to kill. If you keep a hand at the level of your eyes, you prevent the rope from wrapping around your throat, avoiding strangulation.

The Phantom was incredibly good with a lasso, particularly at throwing it around someone's neck and strangling them with it. Holding your hand up the way Raoul was is the only way to keep it off your neck, thus saving you from strangling. It's explained in the book, which rocks...I suggest you read it. :)
Edit: about the booby-trapping thing...yeah, that's why you had to keep your hands up there all the time, not only to watch out for the ones that HE throws, but for anything else he may have set up for you.

The Phantom in the movie and the musical uses a lasso to kill Buquet and Piangi so if you keep 'your hand at the level of your eyes' then naturally the lasso wouldn't be able to choke you. It would be caught around your arm.

If you keep your hands at the level of your eyes the noose can't get around your neck and if it does you can slip it off easily.
However it didn't work well for Joseph Buquet or Raoul.

When you hold your hand at the level of you eyes, you can't see what's directly in front of you. It's a respect thing. Raoul is saying, "I understand that you are sensitive about your gruesome visage, therefore I am going to make it very clear that I am not here to stare at you, but rather to consider you as a human being."

the phantom, Eric had a lasoo (rope) that he would toss out and hang youwith but with your hand up the noose could not tighten and you were able to get away alive.

The thing about the lasso was correct, though I was under the impression that he had them booby trapped around his lair so they'd go off automatically at people who were searching for him.
