Check with your local tax assessors, they will have the public documents which will state who the most recent and current owner is.

I beleive Atlanta GA is in Fulton County (correct?), the tax assesors site is located here:

i got this, call you local town hall building and ask to speak to the tax assesors office. i had to do the same thing. or you can check if they have a website, mine did, id have an actual site for you if i new what town yo lived in

Property Records thats public information - whoever collects taxes has that info
