Hi
Most likely it's gophers, sometimes the little critters make holes and the dirt is pushed up ( like a mound) or sometimes it's just a hole, I live in San Diego, Ca on an acre of land and believe me they are a pain. You can either try the humane way, and buy these long metal devices that use D batteries and they vibrate the ground. ( Called Mole chasers ) or buying Society Garlic, Geraniams, rosemary. and planting them all around your garden, Gophers do not like strong smelling plants, especially Society Garlic.. Or you can do the not so humane way and buy poison, it's a horrible death for them, but it works.. We have dogs so this keeps them away.. Good Luck !

Don't know what sort of animal you would have in Portland. In Arizona it's gophers and prairy dogs. You can buy sticks at Home Depot or ??? that you place in the hole, light fire to and it gases the little critters. Works every time for me. Need to plug every hole with dirt and place one stick in the last hole. Good luck!

Ask at the local garden center if you have voles. They are a type of rodent that eats vegetation from below. Their holes are fairly small, however, and they may use mole holes as well. Voles eat hostas, tulip bulbs, etc., so if your plants are dissapearing, this may be the cause.

Go to the animal shelter and get the wildest cat they have. I think the cat will take care of any unwanted pests in your yard.

They could be snakes, or yellow-jackets. They sometimes did holes into the ground.
