News anchors that are going to stay behind the desk can wear shorts at small, local stations. It's mostly men and would be in the 6 or 11 p.m. newscasts where they would only be behind the desk. Often times, they wear jeans. Most female anchors coordinate their outfit and jeans or shorts just don't match up.
It really depends on the dress code established by the station.

When I first started working in TV, we could wear shorts or sweat pants while sitting at the desk. But now, anchors move around a lot, so the camera shows viewers what's going on below the waist.
However, you can still wear sneakers or slippers - most of the time you can't see those!

I have known several anchors who wear shorts under the desk for comfort. Recently, however, as anchors have been encouraged to stand up during part of the newscasts, they have gone to jeans.

Yes, they often do at local stations! It isn't very accepted in large corporations such as CBS and NBC, but I have seen it happen. My dad worked for CBS for 20 years.
