eBay regulates sales between people that want to sell stuff and people that want to buy stuff. You can sign up for PayPal if you have a credit card or bank account or atm, PayPal is used for the majority of eBay purchases and has protections so that if you are frauded by the seller you can file for your money back. You can do the same if you use credit card purchases but it's more difficult. Sometimes you can use credit card, money orders, cashier's cheques, or cash for purchases. The seller, wherever they are located, usually charges you the shipping cost so be sure to read up in the description because sometimes they make this shipping overcharged to make their profit easier. The seller could be anywhere, even different countries. So international shipping might be too much for the item. eBay has two types of purchases, one type is when the high bid wins the auction at the auction close time. The other type is buy-it-now. If you choose buy-it-now you usually have to pay right away. There is also Best Offer that you can offer a price to the seller if they have it listed with Best Offer, and they can choose whether to accept it, or to deny it, or to wait.

You need to confirm your mailing address for eBay, and confirm a bank account if that's what you set up PayPal with.

You can sell your own stuff on eBay too.

They have forums in "Community" after you sign up with an account you can post more questions there in the appropriate categories, or talk to Live Help chat with an eBay staff. The live chat replaces any phone help. EBay has too many customers to effectively take on a phone help line.

Also you can use advanced search to search for more detailed selections about basically almost any aspect of what you're looking for, including the seller or bidder name and price of item.

Ebay is a venue.

Sellers pay to list items there. Buyers buy from the sellers. When they win, they pay the seller. The seller ships to the buyer.

eBay is a great site for buying or selling items that are hard to find or overpriced elsewhere. The best way to learn about it is to go to the site and go through their tour and read their instructions. I have provided the link in the source list below.

I have always had good experiences with eBay and have been using it for several years.
