If the person sending the package requests a signature, then some one is REQUIRED to sign for it. If it was dropped off at a neighbor's house, it is Fed Ex's responsibility to indicate that.

Yes, the Fedex tracking system will tell you if the package has been delivered. And where it was delivered to. Someone has to sign for it, so that would indicate who received it.

Yes the truck driver has a scanner so when he delivers the package , he scans the data in system. Tracking will show when the package was delivered and also who signed it.

When Fed-ex delivers your package, it shows up as delivered, if you are tracking the package. The Fed-ex delivery man has a computer on his truck, and he has a hand held device, it lets you know the second the package is delivered.
I once called Fed-ex, and asked them this exact question.

Yes, it will show as delivered, but it usually is not going to update until later in the day when the driver finishes their route and their workcenter/computer is updated to the FedEx servers.
