I've been using overture & adwords but feel that they're not reaching many people. I have tried meta tags but did not have much luck. Is there a specific way it needs to be done? Any help/advice is much appreciated.

meta tags are only used by a few search engines. having other sites link to yours drives rankings as does having your keywords in the first few lines of text on your page. Also you really don't want to use frames or put a picture near the top of your home page.
