It is basically just those colors. I have never actually seen it fly just sit on the fence. The beak is really long and funny looking.

It's a Kingfisher. They stay near river/lake systems.

Depending on where you live, it sounds similar to the ibis bird. An ibis bird quite often just sits around on fences and has a really long funny looking beak which it uses to dig around in the ground looking for grubs.

I saw my first Downy woodpecker this year. This is a pretty good description of it that you gave. Of course, I'm in Texas. LOL!!! Go to Google. Select "images" from the top of the menu. Type in Downy woodpecker and see if you can find a similar bird. Good luck!

Sounds like an black headed heron (they occur in Africa). Not sure about the white ring, though. Fairly big bird, often near water.

Where are you ? Location is important because of season and migratory factors. Also, is it a small bird or a large bird.
